Programme BG08 under EEA FM
                 Programme BG08 “Cultural Heritage and Contemporary Arts”



The Ministry of Culture of the Republic of Bulgaria is a Programme Operator under the Programme BG08 “Cultural Heritage and Contemporary Arts” funded by the European Economic Area Financial Mechanism (2009-2014). The EEA Grants for the BG08 Programme amounted to 14 000 000 euro. Iceland, the Principality of Liechtenstein and the Kingdom of Norway are the Donor States within the European Economic Area Financial Mechanism (EEA FM).

The Programme BG08 “Cultural Heritage and Contemporary Arts” has been developed and approved for implementation covering key aspects of the eligible programme area “Conservation and Revitalisation of Cultural and Natural Heritage” (PA16) and programme area “Promotion of Diversity in Culture and Arts within European Cultural Heritage” (PA17) under the EEA Financial Mechanism 2009-2014. The main objectives of the BG08 programme are as follows: 
  - “Cultural and natural heritage for future generations safeguarded and conserved and made publicly accessible and Cultural dialogue increased” and 
  - “ European identity fostered through understanding of cultural diversity”.
The Programme Agreement for the Programme BG08 "Cultural Heritage and Contemporary Arts" within the EEA Financial Mechanism 2009-2014 was approved by the Financial Mechanism Committee on 21st of May 2013.

The Agreement for the implementation of the BG08 Programme was signed on 15th of October 2013 between the Head of the National Focal Point for the EEA FM in Bulgaria and the Minister of Culture of Bulgaria.

The Programme BG08 encompasses measures dedicated to priority programme areas for conservation of cultural heritage as well as for promotion of diversity in culture and arts within the European cultural heritage. The grants within the BG08 programme will be allocated for activities under the following measures:

Measure 1) “Cultural heritage restored, renovated and protected” with budget amounted to 7 106 470 euro. This measure is dedicated to renovation, rehabilitation and restoration of cultural heritage buildings, revitalization of exhibition spaces and platforms through interactive technologies, safeguarding and converting into open air museums of heritage landscapes.
Measure 2) “Cultural history documented” with budget amounted to 2 935 000 euro. This measure is dedicated to conversion into digital format (for the first time) of cultural heritage value items and establishment of digital centers in cultural heritage institutes or universities.
Measure 3) “Cultural heritage made accessible to the public” with budget amounted to 1 594 412 euro. This measure is dedicated to enhancement of accessibility to museums and cultural centers, buildings of cultural heritage value opened to the public, newly created digital contents in Internet dedicated to cultural heritage. 
Measure 4) Small grant scheme “Contemporary art and culture presented and reaching a broader audience” with budget amounted to 788 235 euro. Within the Small grant scheme projects dedicated to new exhibitions and events of contemporary art will be awarded with grants.

Calls for proposals


On 17 February 2014, Calls for submission of project proposals under the measure 1, measure 2, measure 3, the Small Grant Scheme and the Fund for Bilateral Relations within the BG08 programme were launched.

4) Call under Small grant scheme “Contemporary art and culture presented and reaching a broader audience”

5) Call for submission of applications under the Fund for Bilateral Relations within the Programme BG08 “Cultural Heritage and Contemporary Arts”
17 April 2014 is the deadline for submission of applications under the Fund for Bilateral Relations targeting stage “Project preparation” within the Small grant scheme “Contemporary art and culture presented and reaching a broader audience”. 19 May 2014 is the deadline for submission of applications under the Fund for Bilateral Relations targeting stage “Project preparation” within the measure 1 “Cultural heritage restored, renovated and protected”, measure 2 “Cultural history documented” and measure 3 “Cultural heritage made accessible to the public” of the programme BG08.

The Programme Operator follows transparent rules and competitive procedure in which the most qualified project proposals to be awarded with grants.


Fund for Bilateral Relations within the Programme BG08

 
On 17 February 2014 a Call for submission of applications for funding of activities under the Fund for Bilateral Relations within the Programme BG08 “Cultural Heritage and Contemporary Arts” is launched. The Fund for Bilateral Relations within the Programme BG08 will finance an attendance of working meetings, conferences, knowledge and good practices exchange, networking, etc. between the beneficiaries and representatives by the Donor States.

The Information days dedicated to Calls for proposals under the Programme BG08 are envisaged for March 2014.

European Economic Area Financial Mechanism 2009-2014

The European Economic Area (EEA) Grants 2009-2014 provide funding to 16 beneficiary countries and the funding amounts to 988,5 million euro. Within the EEA Financial Mechanism 2009-2014, the allocations for Bulgaria amounted to 78,6 million euro.
The overall objectives of the EEA Financial Mechanism 2009‐2014 are to contribute to the reduction of economic and social disparities in the European Economic Area through financial contributions in the priority sectors and to strengthen bilateral relations between the Donor States and the Beneficiary States.
The EEA Grants are jointly financed by Iceland, the Principality of Liechtenstein and the Kingdom of Norway.
The Memorandum of Understanding on the implementation of the ┼┼└ Financial ╠echanism 2009-2014 was agreed between the Donor States (Iceland, the Principality of Liechtenstein and the Kingdom of Norway) and the Republic of Bulgaria and signed in June 2011.
