THE PROCEDURE FOR NATIONAL NOMINATION OF BULGARIAN FILM FOR PARTICIPATION IN THE ELECTION OF THE AWARDS OF THE AMERICAN FILM ACADEMY “OSCAR” STARTED

The Ministry of Culture and the National Film Center announce a procedure for the national nomination of a Bulgarian film for participation in the election of the awards of the American Film Academy Oscar for international film, according to Article 13 of the Rules for Implementation of the Film Industry Act.

Owing to the fact that the National Cinema Council, which, according to the rules of the Regulations on Administration of Films, should indicate the proposal, has not been constituted after the expiration of its term on December 10, 2019, a special commission has been established to select a Bulgarian proposal for an Oscar for the upcoming 94th ceremony.

The procedure described in the Regulations on Administration of Films is as follows:

Art. 13. (1) The National Cinema Council shall conduct the procedure for selection of a Bulgarian film to be presented at European and world competitions and nominations. The procedure includes the following steps:

A.    (supplemented – State Gazette No. 67/2021, in force as of 13.08.2021) publication of a notice on the website of the Ministry of Culture and the Agency for conducting the procedure;

B.     Submission of a proposal by a film producer within 14 days from the date of publication of the announcement under item 1, which contains: the title of the film, the date of the first public screening with paid admission, festival participation, awards, place and time where you can to see the film;

C.     Holding a meeting of the National Cinema Council for selection of a Bulgarian film.

(2) Each member of the council shall get acquainted with the proposals under para 1, item 2, by filling in a form, which contains a list of all proposals, and indicates only one selected film.

(3) The National Cinema Council discusses up to two films, selected according to the completed forms. After the discussion, a vote is held to select the film to be nominated for participation.

(4) (Supplemented – State Gazette, issue 67 in 2021, in force from 13.08.2021) At the meeting, an audio recording of the conducted discussions shall be made and a protocol shall be drawn up according to the requirements of art. 8, para 8. The minutes shall contain the statements made and the decisions adopted and shall be published on the website of the Ministry of Culture and the Agency.

According to Rule No. 13 of the American Film Academy, films with a premiere date of distribution – in a cinema or online – between 1.1.2021 and 31.12.2021 have the right to participate.
